Reinventing CIDA
In their report Barry Carin and Gordon Smith contend that CIDA suffers from a range of institutional problems that constrain its ability to deliver aid effectively, flexibly, and in a focused manner. They call for changes to CIDA and new approaches to Canadian development assistance that would focus more on providing incentives to, and encouraging greater competition among, organizations delivering development assistance.
